Councils have undergone and are still undergoing, widespread transformational change as they move service offers to new operating models and new strategic deliverables. The challenge now is to understand existing markets that councils currently operate in, make the “golden thread” connections for them and then think generally, and specifically, about generating commercial opportunities and effective service delivery solutions in a climate of ongoing austerity.

To help facilitate this, it is important that local government leaders and managers are equipped to understand and deliver commercial innovation around systems, processes, new products and new services.
